The second is deferral. Spanish importers that file monthly VAT returns, and are registered for monthly refunds, can use deferred import VAT (IVA a la importación diferido): the tax is entered and deducted in the same monthly self-assessment instead of being paid at customs — on a container with a $3,000 IVA line, a working-capital difference of weeks.
